Administrative Rules

 

ADM.1

AGE LIMITS - Players between the ages of 5 and 19 are eligible.  However, the minimum age requirement is that the player must be five before August 1st, 2010.  The league must have proof of age on file for each player prior to the player participating in a scheduled game.

 

INST - Age 5 only, player may not turn 6 before May 1, 2010.

     "T" - Age 6 only; player may not turn 7 before May 1, 2010.

     "Coach Pitch" - Age 7 only; player may not turn 8 before May 1, 2010.

     "D1" - Age 8 only; player may not turn 9 before May 1, 2010.

     "D2" - Ages 9 and 10; player may not turn 11 before May 1, 2010.

     "C" - Ages 11 and 12; player may not turn 13 before May 1, 2010.

     "B" - Ages 13 and 14; player may not turn 15 before May 1, 2010.

"A" – Ages 15 – 18; player may not turn 19 before April 1, 2010; and any 18-19 year old who attends High School.  A 19 year old may NOT pitch.

 

If a player is found to be over/under age any time during the season, he or she will be immediately removed from their current team and the Rules Committee will determine the appropriate action to be taken.

PLAYER TEAM ASSIGNMENTS – Players returning to the same division they participated in the previous season will return to the same team, as long as they have registered prior to the league’s draw. Returning players that register after the league draw will be assigned to the team next in line to receive a player.

Players entering a new division and / or new members to the league will automatically be place in the draw for that division unless protected by a coach.

 

ADM.4

EXEMPTING PLAYERS FROM LEAGUE DRAW – Mangers may exempt up to six (6) players from the league draw when moving into a new division. In years 2 or 3 of a division, these same exempted players will remain on that team unless:

        1. The player leaves the organization

        2. The player’s parents request that their child be removed from that team. In this case, the child automatically re-enters the draw and cannot be exempted by another team.

        If a team loses exempted players, the manager may exempt replacements, up to six (6). The replacement player cannot be a player previously exempted by another team. Replacements must come from players in the draw that are either new to the league or coming into the league from a lower league level.

        All exemption must be approved by the player’s parent(s).

       Any request to deviate from these options must be submitted in writing to the H.J.B. Executive Board and approved by seven (7) voting members on the board.  The votes must be recorded in the Executive meeting minutes.

 

ADM.5

REQUEST FOR PLAYER TO CHANGE TEAMS – Parents must complete a special request form if they want their child to not play for a specific team. The form must be completed and submitted to the league’s executive board for vote. Special request forms will not be used to place a player on a specific team.  Special request forms can be used to place a player with another player for ride purposes, but both players must be on the protection list or go back into the draw.

LIMIT ON LATE SIGN UPS -  For all leagues except Instructional, no new player sign ups may take place after the sixth regularly scheduled game for each designated league. For leagues with an odd number of teams in a non-symmetrical schedule, the cut off will be the date of the sixth regularly scheduled game for the majority of team in that league.  The cut off for A and B leagues will be game 8 based on a 15 or 16 game schedule. The official cut off date for each league will be determined and announced prior to the start of the season.

PLAYER QUITS TEAM – If any player quits their team during the season, the manager must turn the player’s name into the Rules Committee for evaluation and disposition. The player may only return to his / her original team and only if there is a roster spot available. Returning to play after quitting in the same season may only be done with the approval of the Rules Committee.

 

ADM.8

MANAGE ONE TEAM ONLY – A manager may only manage one team in a season unless the 2nd team is an Instructional League team. However, a manager may help coach another team in that season.

A manager may petition the Executive Board to manage a second team in a season. This must be approved by a majority vote of at least seven board members.

NEW MANAGERS MEETING – All new managers must attend a meeting to be scheduled by the league president before the season starts to receive educations on rules, policies, and attitudes of Harrison Jr. Baseball.

 

ADM.10

MANAGER’S RESPONSIBILITIES

 

1)             Managers are responsible to have a team representative at all league meetings.

                 Representation includes the manager, a coach, a parent, or the league rep.

                 Not having representation at more than 3 meetings will require that manager to appear

                 before the executive board for possible disciplinary action.

 

2)             Managers are responsible to maintain and store equipment properly.

 

3)             Managers must insure that all fields are kept clean and in playable condition.

 

4)             Managers are responsible to collect funds for pictures, raffle tickets, etc., and to turn in all money collected ON TIME.

 

5)             Managers of both teams are responsible for taking up an umpire collection during the game and turning in the funds to the concession stand after the game.

 

6)             Managers of the WINNING TEAM are responsible for writing the column for the local newspapers.  Deadlines for the Harrison Press are Monday morning.

 

7)             Managers are responsible to have team representatives work on ALL STAR DAY.

 

8)             Managers are to assist the umpires whenever possible by encouraging team hustle, good sportsmanship and showing respect for the umpires at all times.

 

9)             Managers are to encourage and promote open communications between the parents and themselves.  Well-informed parents will help to promote league functions and reduce misunderstandings and confusion.

 

10)           Managers are to set a good example by their conduct.  Therefore, any language or behavior deemed to be inappropriate or detrimental to the league or its  participants will not be tolerated.

 

11)           It will be the manager's responsibility to control disorderly or unruly parents. If the parents have been asked to calm down and the disturbance continues the umpire may forfeit the game.

 

12)           Managers are to abide by all league rules and decisions.  Failure to follow rules and responsibilities will result in the appropriate disciplinary action, which can include removal from the team and the league.

VOTING AT LEAGUE MEETINGS – Only managers may vote at league meetings, with one vote per team. A designated coach may vote in the absence of the manager.

UMPIRES

 

DISCUSSIONS WITH THE UMPIRE – In all discussions with the umpire about a decision, only the manager or coach,  not both, may talk to the umpire. Failure to comply with this may result in forfeit of the game at the umpire’s discretion.

 

PHYSICAL CONTACT WITH THE UMPIRE – If a manger, coach, player, or spectator makes any type of physical contact, or makes verbal threats with any game personnel which could be considered threatening or intimidating, that person will be immediately ejected from the game. The incident will be reviewed by the Rules Committee to recommend an appropriate penalty to the Executive Board. The final penalty will be determined by the Executive Board.

 

UMPIRE COLLECTION – Both teams are responsible for taking up a collection for paying the umpires. The league requires than an adult take up the collection . Money collected will be put into the game envelope and turned in at the concession stand.

PROTECTIVE EQUIPMENT – The league requires that all players wear protective batting helmets while batting or running the bases. The league also requires that all players wear a protective cup or equivalent.

 

ADM.14

PLAYER BECOMES A DISCIPLINE PROBLEM – In the event that a player becomes disruptive to the team due to unruliness, being disrespectful, and not regularly attending practices and / or games, a manager, with the approval of the Executive Board, may chose to limit or eliminate participation of that player in games.

 

 

ADM.15

USE OF TOBACCO PRODUCTS – No player, while on the premises of Harrison Jr. Baseball, will be permitted to use any tobacco products. No manager, coach, or umpire, while on the field or in or near the dugout, will be permitted to use any tobacco products. This rule applies to both games and practices.

 

ADM.16

FIRST PLACE TIES IN LEAGUE STANDINGS – In the event of first place ties at the end of the regular season, there will be co-champ trophies for each team that is tied.

 

 

ADM.17

EXECUTIVE BOARD AUTHORITY – In the best interests and for the well being of the organization, The Executive Board has the authority to rule on any situation, event, or dispute not specifically covered by this rule book. A majority vote of a minimum of seven board members will be required to make a rule or settle the given situation or dispute.

 

Section 2

 

Game Play Rules

 

FOR ALL LEAGUES

 

GPAL.1

CONTINUOUS BATTING LINE-UP - A continuous batting line up containing all available team players will be established at the beginning of the game and remain the same throughout the game. In case of injury, illness or reason where a player is unable to participate in the game, that player’s spot in the lineup will be bypassed with no out incurred.  If a player returns to the lineup they will rejoin the same spot previously occupied.  Failure to comply with this rule can result in forfeit of the game.

MANDATORY PLAYING TIME - All players on a team will play at least two (2) innings in the field.  Failure to comply with this rule will result in forfeit of the game.

 

GPAL.3

FREE SUBSTITUTION - All players are eligible for free substitution throughout the game, subject to the mandatory two (2) innings playing time.  SEE FIELD SUBSTITUTION RULE FOR T-BALL AND INSTRUCTIONAL.

 

GPAL.4

PLAYER'S UNIFORM

All players must wear tennis shoes or rubber cleats.  No hard soled shoes or metal spikes. Any player caught wearing metal spikes must remove them immediately. The umpire shall report the infraction to the Umpire Coordinator. Any player caught wearing metal spikes twice in the same season will be suspended for two games.

All players will wear the uniform supplied by the league (hat/shirt).                   

All players will wear baseball pants and socks.

PLAYER DOES NOT PLAY - If a player present at a game will not play, the manager will notify the opposing manager prior to game time.

 

GPAL.6

TEAM IS SHORT PLAYERS - If a team does not have enough players to play a game (less    

than 9 players), the manager of that team can obtain up to three (3) players from the league that is one level beneath them to field a team of nine (9). (A-ball can obtain players from B-ball, B-ball can obtain a players from C-ball, etc.)

OCCURRENCE OF INJURY - If an injury occurs during a game while a play is in progress, the umpire will immediately call time and each runner can advance to the base he is going to.  It is strictly up to the umpire's judgment to determine if the injury is serious enough to stop play. If an injured player is unable to continue to play, his spot in the batting order will be skipped each time that injured player is scheduled to bat.

COMPLETE GAME - In case of rain or inclement weather, the team that is losing must bat four (4) times to constitute a legal game.  If a game is called before the losing team has batted four (4) times, the game must be replayed in its entirety.  It will be up to the umpire and the two opposing managers to agree on a rain out.  Rule GPAL.2 (Mandatory Play Time) does not apply in this case.

 

GPAL.9

LIGHTNING POLICY - When the first bolt of lightning is sighted, the umpires will remove everyone from the field and notify all other umpires and/or managers to do the same.  Everyone, including parents, must go to the shelter area, the maintenance garage, or to their cars.  No one is to remain on or near the ball fields.  This includes any team that is practicing at the time.  Managers are responsible for ensuring that everyone involved with their team adheres to this policy.

Play will be suspended for a minimum of twenty minutes after the first lightning is sighted.  If lightning persists after this initial twenty minutes, an additional twenty minute suspension period will be imposed.  If lightning continues after the second delay, the game will be officially suspended and Rule GPAL.8 will be applied. This includes games that while in a lightning delay it becomes too dark to resume play.

POSTPONEMENT OF GAMES / MAKE UP GAMES                                         

Postponed games should be made up within seven days.

If postponed for any reason, the home team manager is responsible to reschedule the game

The home team manager must call the league president and head of umpires to reschedule.

If postponed a second time, the rules committee may assign the date of play.   

If the game is not made up, the rules committee may award a loss to either or both teams.

 

GPAL.11

EJECTION - Any manager, coach, player, or spectator ejected from a league game is minimally suspended for the next league game. Any manager, coach, player, or spectator that uses profanity will be ejected. If ejected, the manager, coach, player, or spectator must leave the field and the complex within 10 minutes, or, at the discretion of the umpire, the game may be forfeited. All ejections will be reviewed by the rules committee, with recommendations for additional penalties, if any, made to the executive board. Penalty can include additional games, up to and including permanent removal of the person from the league.

PROTESTING A GAME – Protests must be made to the home plate umpire prior to the next pitch to be considered a legal protest or before the umpire leaves the field if on the last play of the game. In the event of a protest, the manager must contact a league rules committee member and provide a written recap of the protest and a $25 filing fee within 48 hours of the protested action.  The rules committee will review and vote on the protest by majority vote.  The decision of the rules committee is FINAL.  If the ruling is favorable, the filing fee will be returned.

GAME BALLS - The following is a listing of balls to be used by each league:

 

                                 "INS"    - use a level 1 "RIF" ball.

                                 "T"       - use a level 5 "RIF" ball.

                                 "CP"     - use a level 10 “RIF” ball.

                                 "D1"     - use a Little League quality ball.

                                 "D2"     - use a Little League quality ball.

                                 "C"       - use a Babe Ruth League quality ball.

                                 "B"       - use a Babe Ruth League quality ball.

                                 "A"       - use a High School quality ball.

PREGAME WARMUP and STARTING TIMES

 

PREGAME  WARMUP TIMES - The visiting team will take pregame warmup from 5:35 PM to 5:45 PM.  The home team will take pregame warmup from 5:45 PM to 5:55 PM.  Each team will have complete access to both infield and outfield areas during their designated warmup periods.

 

GAME  STARTING TIME - Game starting time will be 6:00 PM.  Ground rules will be given at 5:55 PM.  There will be no infield warmup after ground rules have been given.

GROUND RULES PROCEDURE - At the beginning of every game the home plate umpire will go over ground rules with each manager at home plate.  At this time each manager will exchange batting orders and pitchers if they haven’t previously done so.

 

GPAL.16

FORFEIT TIME - Forfeit time will 15 minutes past the scheduled starting time. At least eight (8) players per team must be present to begin and play a game.  If both managers agree to play with less than eight (8) players on a team it will constitute a game. This must be agreed upon before game time.

 

GPAL.17

UNNECESSARY ROUGHNESS BY BASE RUNNER - No intentional unnecessary   

roughness by the base runner is allowed.  If in the umpire's judgment the base runner does        not comply, the base runner will be declared out and can be ejected from the game.

 

Clarification - For situations at all bases including home plate;  If any contact occurs between the base runner and the fielder / catcher, and in the umpire’s judgment the contact could have been avoided or minimized by the base runner sliding or going around the fielder / catcher, rule GPAL.17 (Unnecessary Roughness by Base Runner) will be enforced. If, in the umpire’s judgment, the contact was severe and / or there was clear intent by the runner to make contact with the fielder / catcher, the runner will be ejected. (See Rule GPA.11 for EJECTION)

Note - In situations where, in the judgment of the umpire, the fielder / catcher initiates unnecessary contact with a runner outside the rules of the game, that contact can be considered “unsportsmanlike” and is covered by Rule 9.01 of “Official Baseball Rules”.

MOVING BASES / SLIDING BASES

 

RUNNER "SLIDES" INTO BASE AND BASE MOVES - When the runner slides into a base and the runner and the base move, the runner should remain on the ground until the umpire calls TIME.  If the player gets up and moves before TIME is called the runner will be called out if tagged and not standing on the "original" spot of the base.  If the base is tied down, the runner must stay with the base.  If a tied down base comes loose or broken because of a slide, and the base moves away, the runner is NOT in jeopardy.  If the player moves the base and gets up and makes the base, future runners will go on the "original" spot of the base.

 

RUNNER GOES INTO BASE "STANDING UP" AND BASE MOVES - When the       `runner goes into a base standing up and the runner and the base move more than the width of the base in any way , and the runner is tagged, the runner is OUT.  If the runner returns to the spot where the base was before being tagged, the runner is safe.

THROWN BAT OR HELMET - At the discretion of the home plate umpire, the batter is automatically out if they throw the bat or helmet.  The ball is immediately declared dead and all runners must return to the base they occupied at the time of the pitch.

PITCHING RULES:

 

INNINGS ALLOWED TO PITCH:

D1 - Two (2) innings in a regulation game

B - Four (4) innings in a regulation game                                                                          

A - Five (5) innings in a regulation game (No one 18 yrs or older may pitch. A player may pitch during the season up to the day they turn 18 years old.)

Penalty-Automatic forfeiture of game.

 

An inning pitched is defined as 3 outs recorded while in the pitching position.

 

PITCHING  ROTATION - Any pitcher may be taken out of the pitching position one (1) time and brought back in to pitch again, subject to Rule GPAL.20a. This applies to a regulation game only.  Failure to comply with this rule will result in forfeit of the game.

 

PITCHING IN EXTRA INNINGS - In the event of extra innings, any pitcher, including those who have already been removed twice, may come back to pitch for one or more innings; not to exceed by more than one inning, the guideline of rule GPA.20a.

 

PITCHING CHANGE PROCEDURE - At the time a pitching change is made, the head coach of the opposing team must be informed of the name of the new pitcher by the manager making the change.

 

VISITS TO MOUND - The manager or coach, on his third (3rd) trip to the mound within one (1) inning, must replace his pitcher.

 

USE OF PITCHER’S PLATE – In classes D1 through A, a pitchers plate, properly and  safely secured, must be used. The home team manager is responsible.

NO TOUCHING BASE RUNNER - A manager or coach may not touch a base runner in any way to assist his moving in any direction.  If this occurs, the runner assisted will automatically be called out.

AWARDING OF BASES ON AN OVERTHROW - Bases will be awarded according to Official Baseball Rules. Refer to rule 7.05 g & h of Official Baseball Rules.

 

Big barrel bats are prohibited.  All bats used in C-ball and below must have no more then a 2.25” diameter.  A and B ball may use the above specifications or a bat that meets the high school requirements (2 5/8” Diameter and no more than -3 weight to length difference)

 

GPAL.24   A player may not block any base without possession of the ball.  If a fielder blocks a

                    base, including home plate without possession of the ball and contact is made the

                    runner will be awarded that base due to obstruction.  The ball will be immediately

                    dead and all runners will advance to the base that they are going to at time of

                    obstruction.  Blocking the base does not give the runner a free shot at the player.

                    rule GPAL.17 shall still apply and will be enforced prior to any obstruction on the play.

 

A, B, &C LEAGUE

 

ABC.1

MERCY RULE – Games are considered a complete game when:                       

A-Ball  -  Losing team is behind by 15 or more runs after they have batted at least 5 times

B-Ball -  Losing team is behind by 15 or more runs after they have batted at least 4 times.

C-Ball -  Losing team is behind by 12 or more runs after they have batted at least 4 times.

In any instance the mercy rule is enforced, minimum playing time (Rule GPA.2) does not apply.

 

“C” LEAGUE ONLY

 

GPC.1

"C" ONE WARNING ON BALK - In "C" Ball only, there will be one (1) warning on a         balk for each pitcher.

 

D-1 & D-2  LEAGUES

 

GPD.1

NO LEAD-OFFS - A base runner may not leave the base until the ball passes the batter. After one warning per team the base runner will be called out.

 

GPD.2

NO ADVANCE BY BATTER ON DROPPED THIRD STRIKE - There is no advancing on a dropped third strike by the batter.  No stealing allowed on a dropped third strike in D-1 but it is permitted in D-2.

 

GPD.3

NO INFIELD FLY RULE - The infield fly rule does not apply.

 

GPD.4

PITCHER STOPS MOTION DURING BUNT - When a batter squares to bunt and the pitcher stops his motion, the umpire will immediately call time out.

 

“D-1” LEAGUE ONLY

 

GPD1.1

DEAD BALL PASSED BATTER - When pitched ball passes the batter the ball is dead until it is returned to the pitcher.

 

GPD1.2

STEALING - There is no stealing allowed in D-1.

 

GPD1.3

DURATION OF AN INNING – There can be no more than six (6) runs scored in any one inning. As soon as the sixth run is scored, the inning will be considered complete. There will be no further play offensively or defensively at this point. This rule does not apply in the last inning (5th inning) or any extra innings, as unlimited runs may be scored in these innings.

 

GPD1.4

DURATION OF A GAME – There will be a time limit imposed on all D1 games. No new inning may begin after 1 hour and 50 minutes past the starting time, unless the game is tied. Starting times for all games will be recorded on the umpire’s card in addition to the home team’s scorebook. It will be the responsibility of the home plate umpire to monitor the time and decide whether to continue the game. In any instance the time limit is enforced, minimum playing time (GPAL.2) does not apply.

 

GPD1.5

PITCHER HITS MULTIPLE BATTERS – In the event that a pitcher hits three (3) batters in the same inning, that pitcher must be removed from the pitching position for the remainder of that inning. That pitcher may return to pitch in subsequent innings as long as he / she  has not exceeded the allowable number of innings pitched (two per Rule GPAL20a). Hitting three batters in the same inning will constitute an inning pitched for that pitcher.

 

“D-2” LEAGUE ONLY

 

GPD2.1

 

 

DURATION OF AN INNING – There can be no more than six (6) runs scored in any one inning. As soon as the sixth run is scored, the inning will be considered complete. There will be no further play offensively or defensively at this point. This rule does not apply in the last inning (5th inning) or any extra innings, as unlimited runs may be scored in these innings.

 

GPD2.2

STEALING BASES - No lead offs or steal attempts allowed until the pitched ball crosses home plate.  Also, no stealing of any base once the ball is released back to the pitcher.  The catcher may not throw the ball to the pitcher to stop a runner that is in the process of stealing. IE…Act of stealing – moving prior to the catchers release of the ball to the pitcher. PENALTY – Runner to return to last base.

 

COACH PITCH, “T”, & INSTRUCTIONAL  LEAGUES

PLAYING LINE - Line running directly from first base to third base.

(T-Ball and Instructional leagues only)

FOUL CIRCLE - A circular line running at a distance of 25 ft. from the front of home plate, extending across the infield from the 1st. base to the 3rd. base lines.

 

CPTI.3

FOUL BALL - A legally batted ball that does not cross the foul circle or is outside the foul lines.

 

CPTI.4

FAIR BALL - A legally batted ball passing across the foul circle

 

CPTI.5

ILLEGALLY BATTED BALL - When the batter hits the ball, either dead, fair, or foul with one or both feet on the ground entirely outside the lines of the batter's box.

 

CPTI.6

MANDATORY PLAY TIME - All players in attendance at a game in which their team is participating must play defensively at least two (2) innings of a five (5) inning game. It is compulsory that the player plays a complete inning when substituted.  Substitutions or changes must be put in at the beginning of the inning, except in the case of injury or illness.

 

CPTI.7

REGULATION GAME - A regulation game will consist of Three (3) complete inning for Instructional, five (5) complete innings for T, and six (6) complete innings for CP provided one team has scored more runs than the other.  If the score is tied at the end of regulation play, the game is to continue until one team has scored more runs than the other in an equal number of innings or when the home team has scored the winning run in the last inning. (“Extra innings” do not apply to Instructional ball or T-1 regular season. There is NO scorekeeping)

 

CPTI.8

EARLY TERMINATION OF GAME - In the event that the umpire terminates the game due to weather before the end of the last inning and there has been at least three (3) complete innings played for T and four (4) complete innings played for CP, the score will revert back to the last completed inning. If the score is tied, the game will continue from that point until the tie is broken in regulation innings at another date. (No scorekeeping in Instructional ball or T-ball regular season)

NUMBER OF PLAYERS TO FIELD AND BAT - Each team will field eleven (11) players.  In the event a team has less than eleven (11) players available, then that team fields & bats the amount of players they have available.

POSITION OF CATCHER - The catcher shall play in the area normally taken by a catcher, but must be at least ten (10) feet in back of, and to the right or left of the home plate.  In CP only, the manager may elect to position the catcher in the catcher's box.

PLAYING POSITIONS

 

POSITION OF INFIELDERS - The pitcher, 1st baseman, 2nd baseman, 3rd baseman and shortstop shall play in there normal positions. The pitcher shall be positioned in the center of the field with the shortstop and 3rd baseman to the pitcher’s right and the 2nd baseman and 1st baseman to the pitcher’s left. Infielders may not be “overloaded” to one side of the field or another.

 

DEFENSIVE PLAYERS MUST HOLD POSITIONS - Each defensive player must hold his or her normal defensive "position" (umpire's judgment) until the ball is hit.

 

POSITION OF OUTFIELDERS - Five outfielders must be positioned outside of the basepaths, in fair territory, no closer to the baselines then 10’ and shall not cross the baseline until the ball is hit. No outfielder may be the primary base cover.  PENALTY – A warning will be given on the first occurrence. Any future occurrence will result in the runner being call safe.

 

PENALTY FOR VIOLATION OF RULES CPTI.10a, CPTI.10b.and CPTI.10c  In the event a defensive player does not hold position or crosses the line before the ball is hit, the umpire will immediately call time, the ball is dead and the offending player is given a warning.  If the offense continues, the player shall be removed from the game.

THE BATTER BECOMES A BASE RUNNER WHEN:

 

BALL IS HIT FAIR - When the batter hits the ball hard enough to cross the fair circle in fair territory.

 

CATCHER INTERFERENCE - If the catcher interferes with the batter while he is attempting to hit the ball, the batter is awarded first base, the ball is dead, and no runner may advance except those forced by the batter.  In the event that the batter, in spite of interference, hits the ball fairly and reaches first base safely and all other runners have advanced at least one base safely, then the interference is disregarded.

THE BATTER IS OUT WHEN:

 

THREE STRIKES - If the batter has three strikes called on him the batter is out, the ball is dead and the runners may not advance. (No strikeouts in Instructional ball)

 

FAIR OR FOUL FLY BALL IS CAUGHT - If the batter's fair or foul fly ball is caught by a member of the defensive team, the batter is out, the ball is alive and in play until time is called by an umpire.

 

ILLEGALLY HIT BALL - If the batter hits the ball illegally, the batter is out, the ball is dead and the runners may not advance.

NO LEAD-OFFS - No player on the offensive team shall take a lead-off from the base they occupy until the batter has hit the ball. Failure to comply, the umpire will give a warning. The second offense on the same player will result in the player being called out.

 

CPTI.15

HOW BASE RUNNERS MAY ADVANCE - Base runners may advance when the batter has hit the ball fairly.  The base runners may continue to advance toward home plate until, (a) they are tagged out, or (b) the umpire calls time.  The umpire will call time when (a) the ball is returned to an infielder and they ask for time.  In the event the ball is returned to an infielder and they ask for time a base runner is more than half way to the next base when the umpire calls time, the runner will be awarded the next base.  The infielder must be within the confines of the base paths or foul territory area that includes from the base line to the fences and from first and third base to behind home plate to be recognized.

 

CPTI.16

THROWING THE BAT – When, in the judgment of the umpire, a batter throws the bat, the entire team will be verbally warned once and only once by the home plate umpire.  Should any player on that team throw a bat again, the player will be immediately called out by the home plate umpire. The ball will immediately be declared dead and all runners must return to the base they occupied at the time of the pitch.

NO BUNTING - No bunting is allowed under any circumstances.

 

CPTI.18

NO INFIELD FLY RULE - The infield fly rule does not apply.

 

CPIT.19

NO BASE-ON-BALLS - No base-on-balls will be awarded.

 

 

“COACH PITCH” LEAGUE ONLY

 

GPCP.1

MANAGER OR COACH PITCHES - The batter is pitched to by his or her own manager or coach at 40ft. to the half line.

 

GPCP.2

NUMBER OF PITCHES ALLOWED - The batter is allowed three (3) swinging strikes or a maximum of seven (7) pitches.  If on the seventh pitch the batter hits the ball foul, the batter is awarded another pitch.  This will continue until the batter lets the ball pass, swings and misses or hits a fair ball.

PITCHER (COACH) HIT BY BALL - If the manager or coach pitching to a batter is hit with the batted ball, the play is dead and the umpire declares a no pitch.  The batter and any runners return to their original positions before the pitch was made.

CATCHER EQUIPMENT - The catcher shall wear full catcher's equipment.

OVERTHROWS – Base runners may advance one additional base per play, at their own risk, in the event of an overthrow. THE OFFENSIVE TEAM'S TURN AT BAT ENDS WHEN:

 

THIRD OUT IS MADE - When the third out is registered.

 

TEAM SCORES EIGHT RUNS – There can be no more than eight (8) runs scored in any one inning. As soon as the eighth run is scored, the inning will be considered complete. There will be no further play offensively or defensively at this point. This rule does not apply in the last inning (6th inning) or any extra innings, as unlimited runs may be scored in these innings.

DURATION OF A GAME – There will be a time limit imposed on all CP games. No new inning may begin after 1 hour and 50 minutes past the starting time, unless the game is tied. Starting times for all games will be recorded on the umpire’s card in addition to the home team’s scorebook. It will be the responsibility of the home plate umpire to monitor the time and decide whether to continue the game. In any instance the time limit is enforced, minimum playing time (Rule GPA.2) does not apply.

 

 

“T” LEAGUE ONLY

 

GPT.1

LEVEL TEE - The top of the tee shall be level. No slanting or cutting of the tee on an angle is allowed. If in the umpire's judgment the tee is not level the tee will either be immediately put into compliance or removed from the game.

NUMBER OF SWINGS ALLOWED - There will be a maximum of three (3) swings allowed off the tee.  If on the third swing the batter swings and misses, the batter is out.  However, if on the third swing the batter hits the ball foul outside the foul lines or hits the ball inside the foul lines but inside the foul circle, it is declared a foul ball and the batter is awarded another swing.

COACHES ON DEFENSE - One coach is allowed on the playing field while their team is on defense.

ROTATION OF PLAYERS ON DEFENCE – No player may play the same position for more than 2 innings in a game, and every player must play a minimum of 2 innings in an infield position every game.

 

INSTRUCTIONAL LEAGUE ONLY

Section 3

 

All Star Game Rules

 

ASG.1

MANAGERS AND COACHES OF ALL STAR TEAMS - The first place manager will manage one all star team and the second place manager will manage the other.  In case of a tie, the two managers will flip a coin to break the tie.  The coaches of each all star team will be made up of the managers whose regular season players are on that team.

 

ASG.2

NUMBER OF ALL STARS PER TEAM - The number of all star players to be picked from each team will be decided prior to the start of each season by vote of the league. 

 

ASG.3

ALL STAR GAME PLAYING PROCEDURE - There will be two all star teams, American and National.  There will be a continuous batting order of all players on each roster and free substitution will be allowed.

 

ASG.4

ALL STAR GAME PITCHING LIMIT – A player may pitch a maximum of two (2) innings only in an all star game.

 

ASG.5

ALL STAR GAME INDIVIDUAL PARTICIPATION - Each player on the all star team will play at least one inning at their regular league position.
